Объединение Европы после Второй мировой войны рассматривается в контексте уникального исторического явления — впервые за всю историю Германия отказывается от немецкой исключительности в пользу перспективы установления нового глобального — на сей раз мирного — порядка. Именно в этом и есть сегодня ответственность немцев перед Европой.

Mr. Genscher considers the unification of Europe after the Second World War in the context of the unique historical phenomenon. This historical phenomenon is the fact that Germany is the first time in the history refuses of the German exclusivity in favor of the prospects for a new global order — this time the peaceful one.

Mr. Genscher discusses in detail the geopolitical position of Germany in the heart the European continent, as well as the central place that Germany holds in the political, economic and cultural space of Europe, foremost in the 20^th century. His speech is a kind of an analytical overview, on the one hand, of the birth and implementation of the European integration idea in the 20^th century and, on the other hand, of the moral and political principles that were formulated by the great German thinkers, but which can be implemented only by the "European Germany". Thus, the responsibility of the Germans to Europe is the responsibility for the basis of the moral, political and economic European integration principles. According to Mr. Genscher, the load-bearing structures of a stable European house are not only German-French, but also German-Polish and Polish-French partnership. Weimar Triangle, Paris — Berlin — Warsaw, has to become a reality.
