Рассматривается специфика внутреннего рынка полуострова. Впервые проанализирована стихийная торговля как один из элементов внутреннего рынка. На основе широкой архивной базы продемонстрированы приемы работы стихийщиков полуострова. Освещены меры, принимаемые на государственном и региональном уровнях для борьбы со стихийным рынком.

‘Persons in Selling Trade at Their Own Discretion’: Illegal Trade in the Crimea in the Second Half of the 19th Century

Local regional trade continues to be a topical problem because the phenomenon of illegal trade is still undecided in contemporary Russia. Illegal trade in 19th century was carrying out without paying taxes, as well as in prohibited areas.
The subject matter of my article is the problem of illegal trade in the local market of the Crimea in the second half of the 19th century. I studied the working methods of illegal traders on the basis of regional archival sources. For this purpose, I used chorological method and source analysis. This allowed me to explore illegal trade of Crimea separately from Taurida governorate.
I show that police officers, market overseers (doyens) controlled the trading process in the cities. Illegal traders continued to break the law despite of increased control. Cases of illegal trade often occurred in holidays and Sundays. The Orthodox Church did not agree with the work of bazars / marketplaces, including illegally on Sundays. Therefore, in the cities of the Crimea markets were moved to other days of the week. Despite of a broad base of sources the exact number of illegal sellers impossible to figure out. This is due to the fact that data on offenders, as today, do not reflect the real number of illegal sellers.
I conclude that modernization of legislation, expansion control over the trade process, and increase penalties prevented the development of illegal trade in the peninsula in the 19th century. Despite of all measures, illegal trade, both in the 19th century and now, actively coexists with the official one. I guess that phenomenon of illegal trade is still relevant because it brings large profits compared with official trade.
